WASHINGTON (Dec. 11) - In a warning to Iraq and other hostile countries, the United States says it is prepared to use "overwhelming force'' - including nuclear weapons - in response to any chemical or biological attack.
The threat was contained in a White House document, called the "National Strategy to Combat Weapons of Mass Destruction,'' to be delivered to Congress on Wednesday.
The six-page statement underscores long-standing policy that the United States "reserves the right to respond with overwhelming force - including through resort to all of our options - to the use of WMD (weapons of mass destruction) against the United States, our forces abroad and friends and allies.''
That passage intends to threaten U.S. nuclear retaliation as a deterrent to hostile governments, said senior administration officials who briefed journalists about the document Tuesday.
The officials emphasized that the strategy, developed jointly by national security adviser Condoleezza Rice and homeland security adviser Tom Ridge, is an overall statement of the Bush administration's overarching principles. Its timing, however, coincides with other muscle-flexing by President Bush designed to show Iraqi President Saddam Hussein that the United States is serious about seeing him disarmed.
Also on Tuesday, Bush used a private White House meeting with Turkish political leader Recep Tayyip Erdogan to press for permission for U.S. troops to use Turkish bases, arguing that such a display of solidarity could persuade Saddam to give up his weapons peacefully.
The White House document gathers into one comprehensive whole several doctrines for prevention, deterrence and defense that Bush has enunciated since taking office, including a commitment to boost programs aimed at containing the damage of any chemical, biological, radiological or nuclear attack.
The strategy said some unspecified states that support terrorists already have weapons of mass destruction and seek even more "as tools of coercion and intimidation.''
"For them, these are not weapons of last resort, but militarily useful weapons of choice intended to overcome our nation's advantages in conventional forces and to deter us from responding to aggression against our friends,'' the document said.
"We must accord the highest priority to the protection of the United States, our forces and our friends and allies'' from weapons of mass destruction, it continued.
The broadly worded strategy does not speak with any specificity to the priorities it asserts, nor does it assign them any budget numbers. Instead, those details were contained in classified directives, described as "substantial taskings,'' issued to relevant federal departments a couple of months ago, officials said.
The strategy's priorities will be reflected in the new budget Bush submits to Congress in February.

Global implications. Few people are going to be thrilled with us if we start using nukes. We're not the only nuclear-capable country in the world. If we start to use them, other countries will be afraid and will use them, or some other Weapon of Mass Destruction on us. But you're right. I also heard that the us government is applying presure to the EU for speeding up the admittance of Turkey. Regardless of the qualifications a country needs to meet to even be concidered joining, it does show how US foreign policies work in a way. Going for the strategic advantage and wanting to force it's own vision of what is right and wrong upon the world. Not that it's always wrong, but such a cocky attitude did result in the things we already saw. Change is different though. America can't act policeman of the world. and it shouldn't start wars on foreign grounds if not prepared to fight on their hometurf and face the consequences without pointing fingers to 'allies who let them down'. Not every1 sees the world through the same eyes..

i do not find it suprising at all, bush has chosen a battle he can not win, and rather than trying to find a more...diplomatic way to resolve the situation...he's like a boy with big toys and an even bigger ego! dont lookit me i voted for Gore, a man with a brain... a bit boring and stiff but a brain none the less. Bush is truly remarkable.. i mean hes declaring that we will defend our home, our troops abroad AND ALLIES (ALLIES BEING TENTITIVE) with dire force including nuclear weaponry... apparently he feels we have to bully the rest of the earth with our force of strength rather than our force of money which is sad and a throw back to the ww2 days im sure hes only read about and is trying to reenact. The seriously SCARY part though is the word of allies... i mean its common sense that if anyone tries to attack the US on its own soil we will nuke the shit outta them, but now its our allies? I mean c'mon Israel is a sitting duck for all islamic fundamentalist attacks, Saddam even wants to attack Israel. And now were going to defend them with Nukes? sounds ULTRA scary to me. I swear that man and his staff have NO common sense.. i long for Clinton im sure DM and other conservatives will come out and say Clinton was slimy, but you know what? when he was in office this kind of stuff was unheard of. there was a war in Kosovo, but that was us being police officers not really threatening nuclear destruction on the world. yeah and who exactly is said comment aimed at? which country in thier right fucking mind would attack the United States as a nation? surely there is NOONE. Which is where the route of the problem lies how can he threaten nuclear destruction if its not the country thats hitting us? if its a splinter group of lunatics residing in that country? i mean would he Nuke afghanistan if said things happend again and the terrorists trained there? i mean hardly any of those terrorists were Afghanis. But to get back to a decent reply..
I also heard that Israel stole some plutonium of the US..so..my guess is that the Jewish nation will be in possession of unholy fire as it were..they got a nuke themselves. Don't think the world knows though.
And about the UN weapons inspectors...I heard a russian guy once on the topic, since he worked in a weaponsplant himself, he just knew that the things the inspectors are shown aren't the real things going on. i.e. The UN should hire more of that kind of ppl who just know what to look for, not the let some educated elitist group do the sniffing.

and billy pointed out a few good points, but i have to disagree with the concept that no one would attack the states as a nation...not at this point in time, but what if bush is successful with his "attack", what will the other nations think and feel about that...if they disagree with him will they be next in his cross hairs...i would be very wary of one who has to use such drastic force against a...physically weaker opponent, maybe that's why hussein is being so..compliant, showing the world he's not as a formidable opponent or as dangerous as america...let bush bury himself..the best method of destroying an enemy is to let him destroy himself...
