It was a night community college class in Alexandria, with a number of the people in it actually being middle age middle-to-lower class black parents with families who do vote and go to Church. Not really. If I were to say, "Everytime I drive by the welfare office in Annandale I see about fifty Mexicans", I might simply be talking about a group of fifty particular people who happen to be Mexican in Annandale that are using the welfare system, but it's much more likely that I'm implying that all Mexicans are lazy mooches. Unless you specify or remark on a sample being an aberration in some way, it's assumed that you think it's a representative sampling.
I don't actually see that, incidentally, but it's an example. If you randomly bring up that some poor hicks get suckered into joining the army by immoral recruiters, you must have a reason for it. Maybe you were making a comment about the state of education in the Midwest, or the immorality of some military recruiters, or were just lamenting that this unfortunate situation occurred, but the first option I went with seemed like the most obvious (that people joining the military with no idea what they're doing because they're easily misled was a common occurrence).
