Couldn't this work? My cousin and I were discussing this:

So Saddam said he'd let the Inspectors in, but they couldn't go everywhere. So why not just bomb any buildings that the Iraqi government won't let them into?

Inspector: "We want to see building A."

Iraqi: "You can not go into building A."

Inspector: "Fine."

Our planes bomb building A.

Problem solved.

or better yet, instead of having to ask permission we just bomb everything and install a new leader and eliminate the threat all together.

Better to have the CIA work with thes anti-Saddam factions to overthrow him the way that communist leader Ceauêescu was overthrown in Romania a decade ago.

I agree with that. As a means of ridding of WoMD, the first method would work. The second would be effective in getting rid of Saddam (obviously).
