Hmm, you are of course speaking of other life forms in the universe we live in..

I believe that it is so.. It's hard to imagine that with a billion+ stars out there, that none of them have planets surrounding them that are also capable of supporting life..
As to what level of technology they might have(below our level or beyond) one cannot fathom at this time..

Perhaps they're trying to contact us somehow, but we can't notice it. All SETI programs are based on searching messages in the electromagnetic field - they can just use different medium (that we haven't discovered yet).
