They have a one child per couple policy, that is aggressively enforced, sometimes with mandatory abortion and sterilization. Outside of the cities, where the farming economy is still in place, they give a little leeway to families who actually need more than one kid to help with the work.

The older I get the more I understand why parents say the word nigger in a derogatory manner and why they vote republican. Doesn't mean I necessarily agree with a lot of conservative doctrine; It just means I appreciate it more without blindly dismissing it as bullshit.
