Alright so I'm not a fan of CNN and I don't consider them a reliable resource at all, but I couldn't find anything on a more reputable source right at this point, for this issue.

Basically he's asking to have power to use military enforcements across the USA, to enforce quarantines.
Now on one hand it does sound moderately reasonable, how else are you supposed to keep control of a situation like that, which could so easily get out of hand. However how would changing the current setup of Martial law affect the nation? Right now its a decision that is up to each State to implement if necessary, Bush is requesting the decision be his to make for all states, if he sees fit.

There's another link...
There's an awful lot that can be done, when people are made to live in fear. Publications like this can create that fear, and proposed legislation that can seriously infringe on citizens rights & freedoms can be turned into bills under smokescreens of "protection the homeland nation" that can have some potentially devastating longer term affects.
It seems guns & bombs are Bush's answer to everything, ...literally, everything. What are your thoughts on this? Good idea or no? I think he should be trying to figure out alternative means of handling a situation that hasn't yet arisen, and may (possibly) never arise.
Lets just take a look at another quick quote
Quote:

The World Health Organization has confirmed 116 human cases of bird flu and 60 deaths since December 2003.

That's a relatively small number, compared to some other causes of death.
