A Prepositional phrase is a part of the sentence that describes the sentence, but can be excluded without interrupting the sentence, as you've already agreed with. The main problem with it being a prepositional phrase, would be this.
We have the sentence:
Major-Hayte is probably one of the best money managers there are.
Take out the prepositional phrase:
Major-Hayte is probably one there are (or is)
Whether you use the word is, or are, the sentence makes no sense if you eliminate the prepositional phrase, so...you can look at this one of two ways.
1: You can be correct, but if you are, the exclaimative must be eliminated, therefore, still making the sentence valid
2: The phrase can be a noun phrase, and "There are" can be seen as a modifier
I'm leaning toward #1, but #2 can be correct by using the word "of" as an adjetive, instead of a preposition (being as you can use prepositions as adjetives and adverbs)
In either case, you are incorrect about the invalidity of the sentence (It is not a phrase, it is a sentence by the way).
Also, think very very veeeeeeeery clearly about that sentence, what is that sentence about? What does the thought center around? It centers around me, and my name. Therefore we have
Major-Hayte = Subject
is = Predicate
one = direct object

Not to doubt the validity of the sentence, because the sentence is valid. The problem is the redundancy. In any English class, it would be marked off because there are is redundant. You shouldn't include there are period because "Major-Hayte is probably one of the best money managers" already includes there are. Just an opinion. I'm not going to argue about the grammar. (of course, if I used incorrect grammar in this little paragraph, feel free, b/c I don't care) lol
