why the big deal about General Musharaaf(sp?) wearing his uniform or not?

yeah, we got our television back and i'm watching cnn, the longest news brief i've seen yet is concerning this, statement started by bush and all the fun people are having, why would it offend bush if another man is wearing a uniform or not?

i wasn't sure where this topic could be more fun, politics or off topic.
