When you have any form of government which can see the damage that can be done by religion in whatever form it comes in said government will usually attempt to subdue those religions. This has nothing whatsoever to do with the faiths of those involved and leading the government but more so with the perpetuation of that government free from religious idealogies.
The United States Constitution is a very good example of this. The 13 colonies had over 20 different Christian factions and they knew that were they ever to unite they had to resolve the religious issue. They did so by seperating the United States Government from any religious control while allowing any citizen to practice whatever religion they chose.

Communist idealogies see religious beliefs as an enemy to the perpetuation of their governance. There-fore they will often attempt to do away with any religious organizations which might tempt the populaces loyalties away from the government.
