The actual measure doesn't carry any weight of law, which is the only reason it's not flagrantly unconstitutional. The city council of New York decided that passing a law that carries no penalty but strongly speaks out against the use of the word nigger will make teenagers less likely to use it. It can be inferred that no one on the city council of New York has ever met or been a teenager.

There is no fucking white culture. Celebrate whatever actual culture you come from all you want. Celebrate American history, which is primarily white mutt history, all you want. No one's going to care. For that matter, you are free to celebrate white pride, there's just no actual logic behind it. But yeah, good point, not having a "white history month" is much more damaging to your psyche than actual prejudice and discrimination. White culture is the same as Latin culture, black culture and asian culture. A larger cross section of numerous other cultures.
