Obviously having black skinned doesn't mean you're part of the "black" culture a lot of people in America mean. However, most black people in America share a common background of mostly West-African coastal descent, whose ancestors were enslaved in the South until the 1860's, and mostly stayed in the South with sporadic diasporas since, but remains largely segregated and repressed by Jim Crow. There are some common problems to black culture, some which are in fact originally the fault of (dead) white people, such as the lack of property to inherit because of the extreme exploitation of ancestors, the poor history of education because education was largely denied to some degree or the other to blacks especially prior to the 1950's, and some of which are self-created such as Al Sharpton and the entire government of the state of Louisiana.

Secondly, no, there should not be special preference for ethnic groups, but certainly college-level education should be made available to those from lower classes. As DM already stated, and I won't bother repeating, Blacks do have a shared culture in American history. A culture that whites just cant claim to be a part of, I'm sorry. I'm not saying its good or bad, it simply exists. As for white culture that should be celebrated, as I said in a previous post (though it apparently was ignored). Whites DO celebrate culture. I see people of various European descents celebrating it all the time, in fact we have a holiday dedicated to one of them coming up in a few weeks.
