I always found it odd that an organization whose primary duties include keeping sensitive information from the public had such a motto. Still, I don't put a lot of stock in conspiracy theories- I still remember people who thought there was no plane that hit the Pentagon, an idea which anyone who lived near the Pentagon (like myself) knew to dismiss out of hand from direct experience.
