The Los Angeles Times reports that the document is part of the ongoing effort to eradicate any remanents of the outlawed Ba'ath party.

At issue is the sentence, "I will obey the laws of Iraq and all proclamations, orders and instructions of the Coalition Provisional Authority," a vow some in Hillah see as a direct conflict with their religious and national identities.

Hillah residents marched in protest earlier this week after government employees were told they wouldn't be paid unless they signed the document.

Complicating the issue is a fatwa issued by Shi'ite clerics calling for followers not to sign.

In an effort to compromise, community leaders requested the addition of a clause to protect "the interests of the Iraqi people."

Thus far, the civil administration seems cool to the idea, asserting that troublemakers seeking conflict are behind the issue.

Well one thing for certain... Iraqi's wont be allowed union representation in the workplace, with the "Coalition Provisional Authority" implementing what could only be decribed as a form of Fascism.

"Newspapers that publish 'wild stories,' material deemed provocative or capable of inciting ethnic violence, will be threatened or shut down," wrote Fisk. "A controlled press is a responsible press which is exactly what Saddam Hussein used to say about the trashy newspapers his regime produced. It must seem all too familiar to the people of Baghdad."

Additionally, mosques may be monitored and Imams speaking against the U.S. censored or removed.

Media as propaganda has already begun in the eastern city of Kut, where U.S. Marines are working with former workers to establish a television news station.


Civil affairs officer Lt. Col Bob Zangas has instructed the dozen-member television staff not to clear up a rumor that Marines plan to execute 40 looters and display their heads on spikes at the city gates.

"...let them think the Marines are preparing to top 'em all if they step out of line," Zangas said in a dispatch by Kate Connolly for The Weekly Telegraph.

Zagas also condoned the Kut station's failure to cover a demonstration led by Shi'ite clerics, noting that broadcasting the protest against U.S. troops "doesn’t really fit into our philosophy."

At least 45 U.S. service personnel have been killed in the two months since the war's end. In the past week, forces in Sunni-majority Fallajabad, west of Baghdad have faced nightly attacks by unknown assailants wielding automatic weapons and grenade launchers. Fisk noted U.S. troops and military aircraft at the Baghdad International Airport are also coming under fire nightly.

Clean drinking water, reliable electricity and secured functioning hospitals remain unavailable to most Iraqis; many face looming starvation and disease. Crime has escalated from the initial post-war looting to include rape, armed robbery and shootings.

The Iraqi death toll remains a mystery, with the U.S. and Great Britain declining to engage in or even endorse a civilian body count. The Associates Press is reporting a rough tally of 3,240 civilians killed, though other estimates account for as many as 7,207 dead, including hundreds lost since the war's end in April.

At least we know this isnt a "humanitarian War" as some would try to claim it... rescue the people, so as to enslave them.

Maybe the aim of the neo-conservatives was never to actually "free" the people...
Instead, ensalve the people, making them serve the US Multinational's becoming good little consumers.

Its all relative, to how they define "freedom",... and for the neo-cons its usually a neo-capitalist fascist or neo-democratic society, serving the interests of the Political elite.

The world moves from Feudalism, to supposably scrap the class system.. to a neo-capitalist state with its hidden, but very defined, social class system.

Not much really has changed in 500 odd years.

It is nicer than just taking over and leaving them to the arabieans.

It has always been the victors place to gift it's new people with their own culture. Can't fight the standards of time.

Do you seriously support a War for Imperialistic conquest in this day and age ?

Why dont you just Nuke the entire middle eastern region,..

NMaries, its memories carried throughout numerous generations that cause all of this in the first place. There have been conflicts between the Western and Muslim worlds for hundreds of years...back to the Byzantine (Spelling?) Empire and beyond...they remember, and we remember...it solves nothing.

The problem I see here is acting like the USA will enforce their will on Iraq. What I see is the minimal ammount of force that has to be taken to insure Sadham or tyrants are in charge of the region.

Without trying to offer diplomacy to Iraq, they would fight with eachother and be placed in the same termoil the war was meant to resolve. The winner takes the obligation to lead the people after the loser is dispersed. The USA is saying for now we will lead you. In the future you lead yourself. Hopefully we can be friends.

Not taking action, would be the worst course of action.

So,.. my conclusion..
NMarines is right - in that Cuba is a perfect example of what the US will do to a country, if it dosent obey Washington's orders.

With Iraq though... I see it as; a US controlled puppet state, which will remain like so until either;
A) The US needs to remove the leader it had previously installed.. OR
The people rise up, and either through a democratic means or a revolutionary venture, remove the US installed Puppet leader/Political Party or regime.

Of course is option 'B' is to occur, then one could possibly expect some form of sanctions or embargo's against their country placed by the United States to occur.
