[Oblivion]

phpBB skin maker.. can anyone here tell me or at least point me in the right direction as to how i would go about makeing a new skin for a BB which is along the lines of this particular site... i know that darkforums has had a few different skin options (though it seems to have been reduced to only 3 choices now) .. but anyways what can i look for in programs needed

Its easier to find one and mod it, there are tons of php skins out there, and some are similar to this one.
