How do IP addresses get assigned? I have tried googling this, but can't figure it out.

If you really know how IP addresses are assigned, please post... I'd like to learn if there is a logical way to know where someone is from by reading their IP (assuming it is theirs).

either by DHCP or by physically assigning it. depends on how the network is set up
