This is actually the ideal makeup of society. The majority, "sheep", by maintaining the status quo, keep society stable and resilient against disarray, while the fringe provide the new and provocative ideas that advance civilization. Societal evolution is analogous to biological evolution in this way; if the mainstream where like the fringe than adaptation and advancement would be impossible since good ideas as well as bad ideas would be lost in the constant influx. And you must remember: individual thinking is not necessarily correct thinking. New ideas need to tested on and gradually accepted by the more traditional and less malleable mainstream.

They're good for a lot more than that. Fringe thinkers are by nature not good followers of rules or other people. Valuable institutions like the military and police force, however, necessitate those traits.
