it was based off the silver age hulk. Or one version anyway. The main antagonist was the army and the hulk got bigger, not just stronger. It wasn't very popular so they changed the hulk.
He's done that alot. Even when gray and became a mob enforcer at one point.
But Banner has always been a scrawny opposite for them. And in the ultimates universe, Banner is sickly and a vegan. While Hulk loves to eat meat. All kinds.
