No,we have these kind of people here in belgium though.
They're the combination between wiggers,skaters and gabbers (hardcore music fan).
Mostly you can find in front of school gates,where they annoy children and old people.

i thought these were people to be reviled.

Unfortunately, people who embody the main characteristics of chavs can be found everywhere under different names. We call them wangsta's, wiggers or Jocks over here.

They're mostly found in cities like antwerp and brussel.
