In the Taureg culture it's the men who wear the Burkas, Seikh women don't wear Burkas, i'm not sure of the names of other ones
The burka is like a wedding ring, once they are married or even betrothed (hence some young girls wearing them in the event of arranged marraiges) they reserve themselves for their husbands (except for the Taureg where the men reserve themselves for their wives).
It isn't religious it's cultural, If it was religious wouldn't all Muslim women wear Burkas?
Resentment of women who don't wear Burkas is the same thing as old widows resenting old spinsters "she couldn't get herself a good man"
