This was a particular command to a particular chosen people...the Israelites. They were God's chosen. This was one of several very implicit commands for His chosen people.

He is saying that as followers of Christ Jesus the Lord, we are to go farther than the non-believer would do in an act of repaying what someone borrowed. For even the non-Christian knows he should give back what he borrowed. He asks us believers to go beyond that when even an enemy asks to borrow something. Don't ask for it back, let him have it so he may see the good "works" wrought by one who follows the Lord.

God has indeed made it very clear that He is a jealous God.
Let me give you an example. If you have given everything you can humanly give to the one(s) who matter the absoulute most to you, I mean you have made provisions for them and given them EVERY single thing they need to exist without want of anything. By the free will choice of their own, they decide to turn to someone else who intices them with all the things that pertain to their sensual desires. They have chosen to turn to someone who cannot even provide them with the basic essentials. You have already given them everything possible to fulfill every want and need they could have, yet still they turn away from you...the very one who has freely given them any and everything they could possibly need or want.

Would you not be jealous?
