Or maybe rather then handing them tons of food, simply teach them modern irrigation techniques and how to grow their own, and give them the equipment to do so? A hand up, not a handout...

that wouldn't work in a lot of places, the water is to scarce to even irrigate and the water that is there is undrinkable, and on top of all of that unless we gave them funding they haven't the money to do that either, too much ignorance and corruption in their governments

Do you honestly think civilisations sprung up in these countries and lasted for thousands of years without water?

They have enough water and had enough food but the "devoloped" world saw fit to profit from them by selling them lots of arms to keep their nice little civil wars tottering along.
And if the war looked like ending then we would just give more guns to the side that was loosing so that the others would have to buy more, it's called capatilism

Ethopia was the richest country in the world before war broke out, as for the drought of the eighties?
They had worse droughts before but that was before they had spent most of their money on guns.

As for Ignorance and corruption in their governments?
Their Governments were fine until we invaded and imposed "western" democracy on them.
