How could he be idolizing the character "Hannibal" when he is shooting people from great distances and then running away.

I don't think he hates cops. I think he is more enjoying the feeling of power over so many people and so many lives. He did, after all, send a tarot card to the cops with the words "Dear cops, I am God" on it....
