not really, it wasnt a military action on thier side as well, considering most of thier leaders "condemned" the attacks. In order for there to be a military strike the governing body must do it, not a group of lunatics with too much time and money.
And a soldier not involved in a war, or involved in a battle who is unknowingly blow up or killed would be worth the same as a civilian. a tragedy either way. Like that whole bit last year or the year before when that american ship got hit with the bombers.
