Soliders are paid to be ready to die. That's their lot in life. I know it's harsh but there is no enforced enlisting in the U.S.
The sept 11th victims were all insured Civilians who paid for their death benefits by way of working for their employer or directly to an insurer. They did not say yes I accept the chance I will die because of military action.
