When? When you can think clearly and with minimal bias you are in the best frame of mind to judge people.
I dont mind people judging others but like anything it can and is abused.Pointing out every character flaw you see all the time makes you a asshole imo.
Experiance and empathy work well in coming up with a fairer judgement as well as a calm thought process.^_^
