Transcendant Soul Theory isn't supposed to make you any smarter, or society any better for that matter. The theory supposes that after death we plan new lives. We schedule out everything that happens to us. In an extreme case I might have planned to murder or rape someone while there was another soul who planned to be murdered or raped. There are no new or old souls, there just appears to be more because the world has a higher population than it ever has, while there are fewer animals than there have ever been before. In TST while alive we have no knowledge(obviously) of previous lives therefore we can be no smarter, besides what care does an immortal soul have for the state of the world anyway its just another opportunity to experience something. Whether or not there is a God involved and its a path to Heaven type of deal, isn't in TST but it could be possible.
