I vote for Jonathan Swift's method a la "A Modest Proposal" . Just eat the younguns. :p

Solves the overpopulation problem, as well as the hunger problem. Separate everybody into groups, "Breeders" and "Food".

Great little bit of satire. I highly reccommend finding it for a good laugh.
