i think there's a lot that could be done that can limit the need for abortion, but it has to start with the youth making the babies and as long as they are left in the dark about the repercussions of irresponsible sex, this will be an issue.

focus on them, all the silly irresponsible adult baby makers will eventually die off, ideally leaving a more sexually responsible generation that can do something to limit over population.
