a sharpie isn't as permanent as a Tattoo eventually that ink comes off, but Tattoos are for the most part permanent, unless you get them removed by a lazer or something. I think you're missing the point of the story. Death is permanent and the killers point is that, not only does he want to remember his killings, but he wants to share them with the whole world to see
