Yeah, that's pretty shitty. But I'm afraid something like that has already been implemented here in the States. In response to 9/11, the NSA started a thing that allows them backdoor access to anyone's computer that uses a high speed or broadband ISP (AT&T, Comcast, Verizon, etc.).
