They finally got back to me:
It's sort of like this.
Due an increase in postal costs, it will now cost $11.99 to ship your flag
($19.99) to Australia.
Are you willing to pay that fee?
Since we have not been able to completely up-date with website with postal
rates that we HOPE are accuract, we've been working on the sites.
Didn't think you'd want a charge for almost twice what you placed the order
for.
