Yep. Tis indeed.
The name comes from an episode in Series 2, whereby the actions of the doctor in that episode bring about the creation of Torchwood.
And yes, James Marsters is in it
There's alot in the current section of Sci-fi mags out at the moment about it. one has him on the front cover. i didn't post up a link before when i mentioned it but if i find one i'll post one up.
