She might have that right, depending on how the zoning laws work in that area. They told him someone called with a complaint, and she was asking if he had a well. Given the earth moving equipment, and the big pipe laying there, I'm guessing he was putting in a septic tank, probably without a permit. If I was his neighbor, I'd have called if I saw the amateur hour waste removal going on.

I don't see the problem here.
