The only one I disagree with is secondary language. Elsewise you should just add physics and mathematics and we got a good ideal to go forward with.
In actuality I am all for going back to apprenticeships. By 12 years old most folks have a good idea of what they would like to do(possibly this is less so true today in the info age) and they should be given an aptitude test as well as a personality test to see which line of work they would be best at and which one they would most like. We would end up with specialists yes but they would be damn good specialists. Imagine a web-designer who has apprenticed since age 12 now at age 21 and what they would be able to accomplish.
