They Florida ballots were counted over and over. And Bush won it again and again. You do realize it was Gore who cried the most aobut selective recounting and wanted to discount the military right? But every time they balloted up those absentee ballots, Bush came out ahead.
And even so, Bush is in his Second term, he won again with a clear majority in 04.
