Yup.
Policing missions never work unless the army that is sent in is set up as a policing force. Denmark Sweeden and Ireland are the only armies that have (historically) ever pulled off a successful policing mission, because the armies are closer to civil defence forces than 'war machines'.
An army that is designed to win a war is not equiped to sit on it's hands and maintain a stalemate until the opposing sides calm down and get ready to talk.
The quickest route to peace in the middle east is through fear (again, historically).
Take a lesson from Ghengis Khan.
Invite the opposing leaders to the negotiation table, when they don't turn up, have them 'removed from office', then invite their successors.
After a while they'll get the point.
