This is a tricky one.
He's far too influential and dangerous to keep alive but there is always the risk of elevating him to matryrdom.
At the moment he's a symbol to the Baathist insurgents.
While he's alive, they will fight to have him reinstated as president.
If he is killed 'by the enemies of Iraq', he'll still be a symbol, but a symbol that can't be controlled.
