If it is within a state that I live and vote in YES it does apply to me. You also made the claim and left the links which were supposed to answer the question which they did not do.
I disagree with castration. It will not solve the aggressors problems; in fact it may enhance thier aggression and we may be putting worse monsters on the streets. If you want to stop it make the consequences worse and put them to death.
