in an attempt to answer what appears to be a "conspiracy theory" question. jet technology, as any technology, will be more advanced by whomever can through the most money at it. obviously the gov't has deep pockets and pays for the technology. you still see some leak through to the public sector since many of the companies (like lockheed/boeing/pratt&whitney/ge, etc) are designing these for the gov't.
