Utter Tosh. We find out if lightspeed is the top speed by measuring the speed of two light beams, one aproaching Earth's orbit head on, and one approaching at right angles, and we see if the data collected concurs with the results predicted by Clark-Maxwell field theory... And it does...

Relativity is not higher mathematics nor fiddling with numbers, it is physical and backed up by experiment...
