The AP-Ipsos poll of 1,000 adults was taken June 18-20 and has a margin of sampling error of plus or minus 3 percentage points.

So you take 1000 people at a population of what... 400 million I believe? I'm not sure what the current US population count is... Probably more. In any event, 1000 is WAY too small a test to get accurate results, that 3% sampling error is going to be higher...
Apart from that, Clinton is still fresh in the memory for what he did with miss Lewinsky. Reagan is fresh in the memory for his death. That taints the results... Because of the emotional factors behind the situation. Take this poll again after Clinton dies, if there's still 1000 people left by then... and compare results.
