Not when.
Time, to us, must exist for time itself is something we can not get beyond.
Time, currently for us, is always slipping by, each second and moment vanishing into the past.
But when Time becomes nothing more than another easily traveled or seen dimension like height, width or depth Time becomes obsolete. We see it and we see everything.
Currently all of the variables have already been dealt with, because while our current time might not be at the time when it occurs the time that it occurs has already happened and will happen again.
Everything is decided immediately, right off the bat, with any variables becoming set factors instantly and resulting in an equalization of the temporal/reality mathematical equation.
It's..hard to explain without sounding odd
