I would say this would be a worthy cause to nuke Russia for, but something similar was discussed in the USA a few years ago. NASA wanted to put a few huge balloons in orbit, that would have company logos on them, and would have appeared to be about 1/8th the size of the moon to people looking up at them. That plan may still be on the table somewhere.
