the purpose of these kind of military plans is to figure out the worst case scenario, and plan accordingly in case it comes up
that's why there's plans for war with canada, mexico, etc. there are a whole mess of people in the pentagon who's entire job is to think up the worst possibilities, and create plans for dealing with it.
these are military planners, not scientists, and taking the report out of it's actual context and presenting it as science is pretty assinine

for example As early as next year widespread flooding by a rise in sea levels will create major upheaval for millions.

if the seas rise more than an inch in the next year i will by every poster in this thread an alcoholic beverage of their choice. 2mm, the more likely amount of sea level increase, is not going to cause any 'widespread flooding'

we've been experiencing global warming for a while now, why is still pure conjecture, but given that the same things happening on mars currently, variations in solar radiation make the most sense at this point.
