How does consensual sex between an 18, and a 15 year old remotely justify this kind of punishment?

10 years in prison, that's three times what they give a first offense child molester. And it costs the taxpayer 25,000 dollars a year to incarcerate one individual. In monetery terms alone, how the fuck is it justified to spend a quarter of a million dollars just to keep two teenagers from doing it?
