I highly disagree with you on that. A guide doesn't have consequences if you don't follow the guidelines.
Secondly..Why would you want to follow rules on how to live your life? You only have one life..why not live it to the fullest without having to constantly cower in fear of your God.
Basically that is what Christianity, and most religions are based upon. Rules, consequence and the fear factor. In church rarely do they speak of the upside to being a Christian, on the exeption of holidays. It's always about Satan, the apocalypse, and suffering in hell for an eternity.
